Created on July 1, 1991Professional Association of Insurance Companies in Mali (APSAM) is the umbrella organization that brings together all insurance companies operating in Mali. Its main mission is to promote the insurance sector and defend the interests of its members.
APSAM is the expression of a unified voice for all insurance companies in Mali, regardless of their category. It constitutes a unifying framework to defend common issues, actively participate in development projects, and fully play its role as an institutional investor at the service of the national economy.
As of today, the APSAM has 13 member companies, distributed as follows:
  • 9 non-life insurance companies, including 1 Islamic insurance company
  • 4 Life insurance companies, including 1 specializing in microinsurance.
  • Since December 2020, the Association has been located in its own premises, situated at the Maison de l'Assurance in Bamako. APSAM is the heir to the Comité des Compagnies d'Assurance du Mali (CCAM), created over three decades ago. This transformation reflects a desire for evolution, aligned with regional and international standards, where several countries have adopted the model of a Federation or Professional Association.
    APSAM has assigned itself several missions summarized in seven:
    1. Representation of insurance companies
    - To defend the collective interests of its members with public authorities, regulatory authorities (CIMA, UEMOA) and institutional partners.
    - To serve as an interface between insurance companies and other economic actors.
    Insurance sector
    - Raise public awareness of insurance culture.
    - Organize information and communication campaigns on the importance of insurance for individuals and businesses.
    3. Technical Capacity Building
    - To offer continuing education to the executives of member companies.
    - Encourage the development of skills in the technical, legal, and commercial fields related to insurance.
    4. Improvement of the regulatory framework
    - Participate in the development, review, and adaptation of legislative and regulatory texts relating to insurance.
    - Propose reforms that favor a competitive, healthy, and transparent environment.
    5. Development of cooperation
    – Promote exchanges between member companies.
    – Weaving ties with other professional associations in the sub-region and internationally.
    6. Business and technical intelligence
    - Collect, analyze, and disseminate reliable data on the Malian insurance market.
    - Anticipate sector developments and support innovation.
    7. Participation in economic development
    - To contribute, as an institutional investor, to the financing of the national economy.
    - Support public development policies through tailored insurance products.
    APSAM is leading several concrete initiatives to revitalize the insurance sector in Mali and ensure effective representation of its members. These actions are based on several strategic axes:
    Strengthening the insurance culture

    – Conducting awareness campaigns on insurance targeting the general public, youth, and businesses.
    - Participation in trade shows, conferences, and economic forums.
    2. Training and professionalization
    – Implementation of capacity-building sessions for employees of member companies.
    - Technical support for the integration of new tools and standards in the management of insurance companies.
    3. Institutional Dialogue
    - Active participation in consultations with national authorities, CIMA, FANAF and other regional institutions.
    - Contribution to reflections on the evolution of the legal and regulatory framework.
    4. Studies and Statistics
    - Production of reports on the state of the insurance market in Mali.
    – Publication of key performance indicators for the sector.
    5. Participation in economic development
    - Promotion of insurance as a lever for growth and financial security.
    - Support for the emergence of insurance solutions adapted to local needs (agriculture, very small businesses/SMEs, micro-insurance, etc.).
    The Professional Association of Insurance Companies of Mali (APSAM) brings together all the insurance companies legally established in Mali, of all categories. These members share a common vision: to promote a solid, transparent insurance industry that serves national development.
    As of today, APSAM has 13 member companies, distributed as follows:
    9 Non-Life Insurance Companies 
    AFG Assurances – Assurances Lafia – Assurances CNAR – Nallias Assurances – NSIA Assurances – Assurances SABUNYUMAN – Sanlam Assurances – SUNU Assurances IARD – Takafoul Assurances (assurance islamique).
    4 Life insurance companies
    CIF  (micro-assurance) – NSIA Vie – Sanlam Vie – SONAVIE.
    These 13 member companies work in various fields: car insurance, health, home, civil liability, agriculture, life and retirement, micro-insurance, etc.
    APSAM strives to foster active collaboration among its members, in a spirit of sharing, regulation, and continuous improvement of practices.

    Executive Secretariat

    A lawyer by training, holding a master's degree in Business Law, Mr. Tidiane DIARRA has been working for over 15 years in institutional management and the development of the private sector. Former Deputy Secretary General of the CNPM and project management expert, he has coordinated several major employment promotion programs in Mali, particularly with international partners.
    He also holds degrees in Business Administration (IAE de Poitiers) and Management of Employer Organizations (ILO). In 2020, he joined the Committee of Insurance Companies of Mali as Secretary General, becoming Executive Secretary of APSAM after its restructuring in 2024. He has also been the Manager of POOL TPV since February 2023.
